Explanation of your Suggestion:
The addition of private impound lots.
The ability for registered and legit towing and roadside company's to purchase a property that contains a private impound lot. This impound lot would act separate from the main impound lots where as, if the said towing company impound the vehicle at their "owned/private" impound lot the towing company can set the fees for that vehicle. The owner of that vehicle than gets a notification of which impound lot his/her/its vehicle is located at and they have to go to that specific lot to retrieve their vehicle. The company that owns the impound lot will than receive the amount that was paid by the owner of the vehicle. This implementation would differ from the current system where the company's who impound said vehicle get the full benefit from the fees paid vs the towing company's getting a set amount that differs from the amount someone pays to have their vehicle released. These Impound lots would also utilize the "Roomate" system where the owner of the lot could add employees or drivers who would be the only ones that would be able to impound vehicles at this lot.
Another great benefit to this system is the roadside company's that factions have contracts with can trust that the faction vehicles that are being towed or impounded are in the possession of that company and is safe and contained within their lot, rather than a random impound lot and or the scrap yard. This would also create an awesome interaction between faction members and these business.
At the same time of the drivers/employees being able to set the "Release fees" there would need to be a system put in place to regulate the amount set to avoid the system from being taken advantage of such as a vehicle release fee being set as $500,000. There would need to be fair middle ground between the company's and population that would still allow competition.
This would allow company's to be paid properly for the towing and impounding of vehicles, adds more interaction between players and roadside company's rather than the standard "pickup and impound" that we are all use to now.
These impound lots could also offer stocked items such as repair wrench's and jerry cans.
