Explanation of your Suggestion:
When 3.0.6(iirc) came out, one of the prevalent issues that came from it was furniture duping in the Garage Object Storage System which prompted it's complete removal.

I'm suggesting a replacement to this in a way where people can have a cost-effective way to store furniture for future use in their homes and warehouses, if they're moving, have too much furniture, or if someone doesnt want to settle on a house but wants to keep the furniture; with the potential to use outside of those boundaries as well.

This would be a Storage Complex building plopped within a city/town where people have the opportunity to rent a Storage Unit and, as long as they can pay the rental fees, have the opportunity to use it to store their furniture or for use in other activities. While the Warehouses can be used for this purpose as well, this would, again, be a cost-effective solution since there are also a limited number of warehouses around the Island.

Why are you suggesting this?
As stated previously, this would be intended to be a cost-effective storage solution vs. spending upwards of ~300k for a Warehouse and even if someone doesn't wish to spend fat-stacks for a house but also doesn't want to continue spending thousands on furniture each tsunami.
It's undeniable this can also be used for other activities as well but it brings it's own risk; you could also even have some Storage Wars(Treasure Hunt-type Auction) if someone were up to it.

yes but black list all illigal equipment from it

people dont need anouther "cost effective" way to make MORE money
Tbf, if they were to do that, the risk is that they're doing it in a public place and anyone and their mother is gonna stop by if they hear something out of the ordinary since the units are right next to eachother.

youd think but people were doing drugs in silverton back when silverton had fifr based there and everyone hung out around silverton no one paid attention / cared/ could do anything about it unless they physically saw you doing it cause of how the laws are set

Due to the fact it's actually quite hard for LEOs to get search warrants, I am concerned it would just become a place to store all the naughty boy stuff away. This in itself wouldn't be bad, however, provided we could all show some restraint in the use of such a resource.

Use the new small warehouse and make a complex of 10-15 buildings that can be used like lockers or houses. You could have a few of these around the map, that way there are plenty of them for people to rent.

From what I interpreted of the system, they're objects but originally it was a data-table linked to the player and objects stored in the virtual storage added the object id to their data-table but the portion for removing the object id from the player's data-table broke and duplicated the entry sometimes in 3.0.6 and they just removed the system due to it being too buggy to fix.
